Sub: Irresponsible and dangerous moves of the Railways Minister

Dear Prime Minister,

1. You have called the ‘Maoists’ the greatest internal threat to the security of the country, and yet, the Railway minister has kept providing these elements with her full-fledged support in the media and through her declarations and acts. She has also repeatedly called for the release of Chhatradhar Mahato, named accused in murder cases. The Railway minister is constantly demanding the withdrawal of Joint Forces from West Bengal, which will only facilitate the activities of the Maoists. Within hours of a landmine blast in West Midnapore on 27.11.2009, which killed two policemen, the Railway Minister denigrated the Joint Forces.

2. The said minister has claimed before the media inte ralia that the violence being committed on and against the leaders and workers of the CPI (M) is not the handiwork of the CPI (Maoist) but a result of internecine feud. She has called for the arrest of the Bengal Chief Minister and in the same breath the release of Chhatradhar Mahato while repeatedly calling also for application of ART 355 and 356 in Bengal. The ‘Maoists’ receive a moral boost from her declarations and deeds. And almost simultaneously the Maoist Leader Kishanji reciprocated by airing his loud suggestions that the present Railway Minister should be the Chief Minister of West Bengal.

3. The annexed copies of the media reports would make it clear, the AITC and the CPI (Maoist), have long been engaged in destabilizing the political situation of the state by means of assassination, mayhem, arson, committing crimes on women and generally seeking to create a situation where the democratic fabric of the state in put under great duress. The Maoist along with AITC activists are forcing people at gunpoint to join their rally and barricades.4. Annexure I A, B, and C provide a detailed list of the leaders and workers of the CPI (M) and Left Front assassinated by the Maoist and the people’s War Group (PWG) from 2001. The number of those killed from June 2006 itself is 326. The ‘Maoists’ and the AITC have also killed, scores of common men, women, children, as well as police and medical personnel.

5. The AITC leadership is a close patron of the leadership of the People’s Committee against Police Atrocities (PCAPA), and its supremo Chhatradhar Mahato. Annexure II A, B, and C provide examples of this state-of-affairs from media reports.

6. Annexure III in the form of a CD contains photos that show the Railway Minister, Chhatradhar Mahato, and a section of the intelligentsia in confabulation in the area of Lalgarh, which has been a ‘Maoist’ stronghold. The PCAPA is nothing but a mass front of the CPI (Maoist) as reports in the media have repeatedly noted.

7. We draw your attention to the recent declaration of the ‘Maoist’ leader ‘Kishanji’ that since they have provided support to the AITC at Nandigram against the CPI (M), the AITC should come forward and help them at Lalgarh and adjacent areas.

8. The most recent incident of the blockade of the Rajdhani Express exposes the AITC game plan further. Even as the blockade was going on and graffiti being painted on the sides of the bogies calling for the release of Chhatradhar Mahato who is presently in police custody, the railways minister blamed the ‘Marxists’, meaning the CPI (M) that has held the train up. To add insult to injury, a full 24 hours earlier to the blockade, an AITC central minister Shri Sisir Adhikari had claimed before the media that he ‘knew that the blockade would take place.’ The source of ‘knowledge’ of this minister may kindly be probed and the nation kept informed.

9. At a time when the ‘Maoists’ have laid claim to the murder of an AITC worker Nishikanta Mondal at Nandigram on 22 September 2009, the Railway Minister keeps harping on the untruth that he was ‘killed by the CPI (M).’ On 29.11.2009, she has also said that she was privy to clues of the murder.
10. We enclose as Annexure II A and B the English translation of what has appeared in the Bengali print media on the nexus between the AITC-PCAPA-‘Maoists’ and as Annexure IV we enclose the original reports in Bengali that has appeared in the Bengali print media.

11. We urge upon you to take appropriate implicational notice of the developments.

Almost every day the Neo Fascists in the garb of Maoists have been murdering CPI (M) leaders, cadres and workers in West Bengal.

Besides, these blind and diehard anti-Communist and anti-Leftist butchers have not only been destroying and torching the houses of CPI (M) leaders, cadres and supporters but also torching CPI (M) Offices, trampling and setting fire to red flags, pictures of Karl Marx, Fredrick Engels, Lenin, Stalin, Mao Ze Dong, Ho-Chi-Minh, Fidel Castro, Che Guevara, Bhagat Singh, Khudiram Bose, Master Da Surya Sen and other leaders of Communist and Leftist movement of the world and the country as was done by the Fascists and the Gestapoes in Italy and Germany.

The anti-Communist and anti-Leftist “pseudo” intellectuals and “so-called” human right activists in India fully encourage the Maoists with all available resources in all possible manner to carry on their activities in order to serve the imperialists, finance capital and big business houses for gaining wide-spread publicity and promoting their own career and future.

The Union Railway Minister Mamata Banerjee led a deputation to you on 4th December 2009 alleging ‘so-called’ breakdown of law and order in West Bengal. During discussion she submitted a memorandum to him along with a list of TMC workers allegedly murdered by the CPI (M).

In this connection, I would like to inform you that the list is reportedly fictitious and forged in all respect. It contains also the names of Maoists and living persons.

The following forgery has appeared in the media of West Bengal with sufficient proof.

1 The name of one Asit Sarkar with address at Sandhipur, West Midnapur is mentioned in serial number 52. Who was this Sarkar?

The fact of the matter is that he expired on 19th September 2009 at the age of 47 years. The actual address of Asit Sarkar is village Katrabali under Sandhipur Gram Panchayat of Garbeta in West Midnapur district. He was an organiser of “People’s War Group” from 1988. He was a sharp shooter. He had obtained training in arms and shooting in the dens of Maoists in Andhra Pradesh. He was released from the jail few months before his death. After release he returned home and started visiting Maoist infested areas of Goaltore in Jangalmahal. His younger sister Rita Sarkar is also associated with PWG now CPI (Maoist) from 1990. She is now in one of the hideouts of the Maoists in Chhattisgarh as per report of the Central Intelligence.

In 1993 Sarkar was entrusted to carry on destructive activities in West Midnapur district. In 1996 he was made the leader of PWG in three district of West Midnapur, Purulia and Bankura of Jangalmahal by the then leadership. In 1998 he was known by the nickname of ‘Mangal Singh’. During this period he along with TMC under the instruction of Mamata Banerjee had created a reign of terror in Garbeta, Keshpur and in a vast stretch of areas falling in West Midnapur and adjacent Hooghly district. This gang of criminals and goons murdered hundreds of CPI (M) leaders, cadres and supporters. Thousands of people were evicted from their shelter and livelihood. They captured village after village forcibly at gunpoint. Blind anti-Leftist print media “Ananda Bazar Patrika” and “Dainik Bartaman” had termed this event as “People’s War” and “Second Independence Struggle”.

The then State Secretary of PWG Partha Pratim Banerjee @ ‘Manik” was totally against this sort of alliance with TMC and left the party on this ground. In 2003 Sarkar was arrested. He was in the jail for a long time. During his stay in the jail, the PWG and the MCC merged to form CPI (Maoist) in 2004. Late Sarkar always declared himself to be a Maoist. He never called himself a TMC worker. The Trinamool Congress also did not claim him to be its worker before his death. Now, Mamata Banerjee claims this Maoist as her party worker.

2 Again the name of Satyen Mondal has been mentioned both at Serial Nos. 57 and 60. His date of death has been shown as 29th October 2009. Ruiya, Khardah in North 24 Parganas is mentioned as his address. But the fact of the matter is that none in the name of Satyen Mondal ever resided at Ruiya. Not only that. On that day no person bearing the name of Satyen Mondal expired throughout the state. The name of Satyen Mondal is nothing but a fictitious one.

3 It is true that people have very short memory. They must have, in the meantime, forgotten the names of two sisters Ansura Bibi and Mansura Bibi of Nandigram.

During the Nandigram episode in 2007, the rainbow alliance of Maoists-Mamata Banerjee-Congress-SUCI, the perverted spineless sold out ‘pseudo’ intellectuals, foreign agents functioning in the guise of ‘so-called’ human rights activists and politically motivated media had made a slanderous propaganda throughout the country and abroad that both the sisters were raped and brutally murdered by the cadres of the CPI (M). Five CPI (M) cadres were put behind bars for a long time on the basis of this allegation. But the fact of the matter was that both the sisters were kept hidden in the house of Maoist-TMC worker Firoj Khan at Namkhana in 24, Parganas (South). Namkhana is situated at a distance of more than 50 kilometers from Nandigram. Both the sisters were later recovered alive from the house of Firoj Khan and the allegation against the CPI (M) proved to be false and fabricated.

The dirty and vicious politics of the rainbow alliance and their so-called intellectuals did not stop here. They had also propagated that not only hundreds of women were raped and murdered but also the CPI (M) workers butchered thousands of children and babies. But these liars and perverts following the footsteps of Hitler and Goebbels have not yet proved a single case of rape or butchering. Their one and sole aim was go enable Mamata Banerjee to gain political dividends at any cost and anyhow.

Very recently the Maoist-TMC goons suddenly propagated that the perpetrator of the above heinous crime Firoj Khan was abducted and murdered by the CPI (M) cadres. They lodged complain with the Namkhana Police Station falsely implicating 37 CPI (M) leaders and cadres. Later, this Firoj Khan was recovered alive from the house of Rashid Ali Khan of Ganeshnagar under Kakdwip Police Station of the same district. His name also figures in the list of Mamata Banerjee.

4 At serial number 48 she has mentioned the name of Amirul Islam of Bhangar. He was actually murdered by Ajijul Islam@ Khude on 23-08-2009. Ajijul Islam is the brother of Arabul Islam, TMC MLA. He is now on the run to avoid arrest.

5 Similarly, at serial number 73, the name of Shankar Biswas of Belegachi of Baruipur in 24, Parganas (S) has been mentioned. The fact of the matter is that Late Biswas was a hardcore CPI (M) worker. Maoist-TMC goons murdered him on 26-10-2009. A condolence meeting was organised at Baruipur by CPI (M) to mourn his death on 30-10-2009. Shibdas Bhattacharjee, Sujan Chakraborty, ex. M.P. and other CPI (M) leaders addressed the meeting.

6 Again, at serial number 71 the name of Shyamal Hazari Bermajur area of Sandeshkhali in North 24, Parganas has been shown as murdered on 26-10-2009. But there is no trace of any such person. It is also purely a manufacture name.

7 Next, the name of Najir Ali of Kashpukur, Bhangar in South 24, Parganas remains against serial number 23 of the list. But this person is also untraceable.

8 Maoist-TMC goons Rahul Adhikari and Sambhu Adhikari had murdered Abhijit Saha of Madhyamgram on 27-09-2009 over a petty affair. But the name of Abhijit Saha has been mentioned as TMC worker.

9 Yasin Ali, a baby of 2 and ½ years, of Mayureswar in Birbhum district expired due to dehydration. The name of this baby is also mentioned as a murdered TMC worker.

10 Ashok Das of village Charkol of Nanur in Birbhum district was purely an antisocial. He had murdered another TMC antisocial named Apai during the 1st quarter of July 2009. In retaliation, on 21-07-2009 the associates of Apai murdered Ashok Das at Labhpur, which is situated at a distance of about 40 kilometers from Nanur. The name of this antisocial murdered by rival faction of TMC has been mentioned.

11 Mira Lasin of Nandigram is mentioned in the list. But no persona in such name is traceable at Nandigram. The local Maoist-TMC leaders also admit the same.

12 The list contains the name of Gobinda Dawn of Lalgarh. He is shown as not traceable from 20-06-2009. But the fact is that Gobinda Dawn is a Maoist squad member. He is well trained in arms and ammunitions. The operation of joint forces at Lalgarh started on and from 18th June 2009. Gobinda Dawn has gone underground since then to avoid police arrest. But his name has been mentioned as a TMC worker.

13 The name of a 12-year-old girl Rupa Biswas has been mentioned at serial number 43 of the list. At the time of her death she stayed at Bahirgachi-Bhattacharjee Para of Dharmada area under Nakashipara Police Station of Nadia district. On 26th July 2009 she was murdered after rape. The local Maoist-TMC leader Shyamal Bhattacharjee along with Sanjib Biswas, Madhukul Mondal and Tapai Ghosh are behind the bars for rape and murder on the basis of an FIR No. 339 under IPC-302/201/120-B lodged with Nakashipara Police Station on 29th July 2009 by her parents. Another TMC leader Pratap Sarkar is still absconding.

Maoist-TMC MP Tapas Paul himself had declared immediately after the recovery of the dead body of the victim that he would beat to death the culprits. When the fact about rape and murder by Maoist-TMC goons came to light even before their arrest, he thought it better to keep mum.

In this connection, it would not be out of place to mention that the father of the girl Subodh Biswas is a mere rickshaw puller.

It is most unfortunate that the name of a minor girl who was raped and murdered by Maoist-TMC leaders has also found place in the list of Mamata Banerjee.

It is also most unfortunate and regrettable that the so-called champions of tribals, downtrodden and women Mahasweta Devi, Medha Patkar and Arundhati Roy are shamelessly silent on the rape and murder of Rupa Biswas. But they had resorted to false and malicious propaganda about alleged rape and murder of hundreds of women and minor girls in Nandigram without proving even a single case.

The duplicity of Mamata Banerjee and her pseudo intellectuals should be exposed thoroughly in the interest of the nation.

14 CPI (M) supporter Sarifa Bibi of Bandakhol village under Krishnanagar PS in Nadia district was brutally murdered by well-known TMC-Maoist goons Abu Khayer Mondal, Ajai Seikh and Mujai Seikh at night of 31st July 2009. On the basis of FIR lodged by her mother-in-law Kanjina Bibi two murderers Abu Khayer Mondal and Ajai Seikh are under arrest. The main accused Mujai Seikh has been absconding.

But Mamata Banerjee has showed the name of this murdered CPI (M) supporter as TMC supporter at serial number 44 of the list submitted to the prime minister.

15 Shri Joydeb Bag is the brother-in-law of Shri Arup Bhadra, who was once an MLA from Baruipur Constituency. Shri Bag owns a big shop near the Baruipur Railway Station under the name and style “Bag Electronics”. He is very much alive, physically fit and mentally alert. He is a non-political person. But Mamata Banerjee has placed this Joydeb Bag as a TMC worker murdered by the CPI (M) at serial number 6 of her false and fabricated list. The photo of alive Joydeb Bag has been published by two Bengali dailies named “Ganashakti” on 12-12-2009 and ‘Aajkal’ on 13-12-2009.

16 Mamata Banerjee has also mentioned the name of Mossaraf Lashkar of Diamond Harbour Parliamentary Constituency at serial number 47 her list. But the fact of the matter is that the incumbent died of heart attack. He was actually a resident of village Nirdeshkhali under Fulmalancha Gram Panchayat of Basanti P.S. under Joynagar Parliamentary Constituency.

17 Similarly, the name of Rashid Molla of village Machpukur of Baruipur is at serial number 11 of her list. This Rashid Molla was killed due to family rivalry over possession of ancestral property. Politics was in no way connected with this rivalry. Nashim Ali Molla and Rashid Molla are from the same father Ujir Ali. His own elder brother Nashim Ali Molla assaulted him seriously. Later he died. His wife Alema Bibi lodged an FIR with the Baruipur PS against Nashim Ali Molla and his wife Saeeda Bibi. Nashim Ali Molla is still absconding whereas Saeeda Bib is on bail.

18 The name of Shamser Tarafdar of Canning remains mentioned at serial number 39 of the list. In fact, Shamser Tarafdar was a Congress worker. He was murdered on 31st July 2009. His brother Tamjer Tarafdar lodged an FIR with the Canning PS alleging that Selim Molla and Palan Mondal had murdered his brother. Selim Molla is a notorious criminal of TMC. Palan Mondal is the secretary of the local TMC.

But police cases as mentioned below are also pending against Shamser Tarafdar.

19 An antisocial named Toto Seikh was killed in a rivalry between two groups of antisocials on 11-06-2009 at Haridapota of Nakashipara under Nadia district. The name of this purely non-political person also got place at serial number 18 of the list of Mamata Banerjee.

20 Two teenagers named Miss Sannyasi Sardar and Mr. Khokan Sardar were in deep love with each other. But the families of both the persons were against this. So, both of them ran away and got married. This infuriated both the families. The marriage was unacceptable to them. There was a bloody clash between the two families on 28-09-2009 resulting in the death of both Sannyasi and Khokan. This was purely non-political. No party ever coloured the incident as political. The names of these two unfortunate husband and wife figure at serial number 63 and 64 of the list.

21 Najma Khatoon d/o Nijam Mallick of Tentulberia in Nadia district was a student of class VII. She was about 12 years old. She was raped and murdered on 07-06-2009 by her own cousin Rafikul and his two associates named Manirul and Asadul. The incident cropped up as a result of disputes between two families. It has nothing to do with politics. The name of this 12-year victim is also misused as a TMC worker.

The above proves as clear as crystal that the Union Railway Minister has resorted to forgery and fraudulency to confuse and cheat the nation and your government. Her activities and double standards have all along been casting aspersion on your goodwill and reputation. It also tarnishes your government in the estimation of the people.

On the one side she and her party with the help of the outlawed Maoists, ‘pseudo’ intellectuals and ‘so-called’ human rights activists try to create a reign of terror in the entire state through daily murders, loot, rape, arson and torching and on the other hand demand imposition of President’s rule on the pretext of breakdown of law and order in the state.

Most of the people so far butchered by Maoists at Lalgarh and other parts of West Bengal are poor tribals, people belonging to weaker sections of the society and Muslims mostly having allegiance to CPI (M). The society demands timely disposal of the dead body of even a creature. But the entire world witnessed with horror how the dead bodies of 4 poor tribal CPI (M) cadres butchered by Maoist-TMC-Congress-SUCI Alliance were kept in open for 5 days without disposal by the Maoist-TMC criminals at Lalgarh in West Bengal. Their relatives were neither allowed to come near nor touch the bodies. The Maoists and TMC workers danced and sang around the bodies in the same manner as is practiced by cannibals. Their brutality and inhumanity surpassed all limits of human tolerance and society.

Thousands of CPI (M) cadres and their families have been evicted from their ancestral homes. TMC-Maoist-Congress goons, rapists and murderers have torched their houses. They have been rendered jobless in these hard days of existence. The families of the murdered persons and others have been thrown into the streets for starvation.

The so-called innocent and impartial Governor of West Bengal is silent over unprecedented slaughter of innocent people because he thinks that they have no right to survive for their political allegiance to the CPI (M). Moreover, he wants to remain in the good book of the Maoists and their friend Mamata Banerjee for extension. His conscience wakes up suddenly as and when Mamata Banerjee, Maoists and perverted “so-called” intellectuals demand and desire. Shame on the Governor and the imperialist agents in the guise of ‘so-called’ intellectuals!

The sycophant, spineless, anti-Communist sold-out intellectuals and ‘so-called’ human rights activists did not utter even a single word to condemn these gruesome murders. They are busy in receiving Free AC Railway Passes, money packets and other favours and gratis from imperialists, finance capital, big business houses, Mamata Banerjee and landlords for their shameful anti-national role and service for financial gains.

Apart from this, 41 police personnel 1 doctor, 1 nurse, 4 government employees on duty were also killed by Maoists. Shankar Samanta and many others murdered at Nandigram and Khejuri by them are not mentioned in the above list.

It is an open secret that the Maoist-TMC armed goons and rapists have created a reign of terror in Nandigram, Khejuri, Khanakul, Lalgarh, Jangalmahal, Jhargram, Birbhum, Mangalkote, Purulia, Bankura and other parts of West Bengal with the help of perverted intellectuals, a section of media and right reactionary forces.

It is most unfortunate that surrendering to the pressure of Mamata Banerjee, the Union Government has decided to send a central team to assess law and order situation in West Bengal particularly in Khanakul. This is clearly in gross violation of the basic tenets of federalism. The impartiality, integrity and neutrality of this team are already under doubt. The one and only one purpose of sending this ‘so-called’ fact finding committee is nothing but to malign the Left Front Government in West Bengal in order to satisfy the whims and arrogance of Mamata Banerjee.

It is an open secret that the Maoist-TMC goons under the leadership of Mamata Banerjee have been trying at their best to create serious problems of law and order throughout the state to pave way for the imposition of President’s Rule in the name of breakdown of law and order. Almost all the victims are CPI (M) leaders, cadres and supporters.

Today Mamata Banerjee desperately supports all sorts of disruptive and terrorist forces to gain political mileage. She supports Maoists, Gorkha Janamukti Morcha, Kamtapuri People’s Party, Adivasi Bikash Parishad, Greater Coochbihar, Kamtapuri Progressive Party and other separatist & communal forces with eyeing to the chair of the chief minister.

If the committee is really neutral and impartial, it must meet all parties irrespective of political affiliation, visit all troubled spots including Lalgarh, Junglemahal, Nandigram, Khejuri, Mangalkote and other disturbed places and areas where the Maoist-TMC alliance has unleashed a reign of terror and talk to people from all walks of life including those who have been raped and guardians of those who were raped and killed by Maoist-TMC goons. They should also meet the dependants and guardians of all who have been murdered by them. If they don’t do so, they will not be able to reach a logical and reasonable conclusion.

Till 2006 the Left Front had won repeatedly majority of seats in assembly, parliament and other local self-government organizations. But there were never problems of law and order as the state witnesses now. During all these 32 years people lived peacefully. But with the winning of majority seats by TMC-Congress-SUCI alliance the picture has changed completely. It is needless to mention that Mamata Banerjee and her rainbow alliance of Maoist-TMC-Congress-SUCI have thrown the entire state into the furnace of murder, lawlessness, anarchy and disorder.

Only one example of their misdeed and lawlessness is sufficient enough to corroborate the same. How are the people of Nandigram and Khejuri now?

Aleya Bibi of Jadubarichak of Nandigram is shelterless for last 13 months. Her children donot go to school. Her cultivation remains stopped. She is jobless. Maoist-TMC goons are ready to allow her to return to her ancestral home on condition that she has to pay a huge amount of money as fine and she has to participate in the political activities of the Maoist-TMC alliance.

Mohammad Saha and Jakir Saha of Garchakrabedia of Nandigram informed that they had to leave their ancestral homes at night of 10th November 2008 in one cloth. Thereafter they could not return to Nandigram. The Maoist-TMC criminals threat that if they dare return to Nandigram, they have to face the fate of Niranjan Mondal and Khalek Mallik. It is relevant to point out that Niranjan Mondal, a school teacher, was the Secretary of the CPI (M), Kalicharanpur Local Committee. He was murdered brutally in front of his school. Similarly, Khalek Mallick was murdered at Hajrakanta by cutting his veins.

Hundreds of poor innocent people evicted from Nandigram and Khejuri pass their days in refugee camps at Haldia and other places. Their only fault is that they are supporters of the CPI (M).

In one such refugee camp at Haldia, there are 284 persons. They live bundled together in one room. There are 92 women and 72 children. Among 72 children, there are 41 girls. None of the 72 children go to school. They are surviving anyhow with the financial assistance from the workers and citizens of Haldia.

Nearly 5000 people of Nandigram and Khejuri are shelterless. Most of them now live in different refuges camps at Haldia and other places. 2375 people of Nandigram have been forced to leave their ancestral homes whereas in Khejuri about 2500 people have left. Most amongst them are old people, women, children and babies. After the victory of Maoist-TMC alliance at Janaka and Nichkasaba Gram Panchayats in Khejuri, 264 and 232 people had to flee. Apart from this, 207 people from Hedia, 159 from Lakhi, 175 from Birbandar, 198 from Kamarda, 235 from Kalagachia, 184 from Tikashi, 374 from Khejuri, 198 from Haludbari and 274 from Baratala have fled their ancestral homes.

Union Minister Sisir Adhikari and his son Subhendu Adhikari have created a reign of terror at Khejuri with the help of armed Maoist-TMC murderers. Crores of rupees in the form of levy and fine are being collected from the people. About 2500 people from two blocks of Khejuri have been rendered homeless and shelterless.

Even no party other than TMC is allowed to work in Nandigram and Khejuri. The Congress Party wanted to bring out a peace procession in the wake of the murder of TMC leader Nishikanta Mondal. But the TMC goons foiled the same forcibly.

Since 8th June 2009 more than 40 offices of the CPI (M) have been either torched or captured by Maoist-TMC goons. 834 persons have been driven out of Khejuri for being supporters of the CPI (M). Maoist-TMC criminals raped Anjali Maiti of Kalamdan village under Tikashi Gram Panchayat continuously for seven days taking advantage of the absence of her husband, who being a CPI (M) supporter had fled to save his own life. Apart from this, two more women have also been subjected to rape in the meantime.

Both father and son Sisir Adhikari and Subhendu Adhikari have declared openly that they would not allow red flag to unfurl in Nandigram and Khejuri.

Subhash Maiti of Janaka and Subrata Dhali of Kalagachia have been paralyzed as a result of inhuman torture of TMC-Maoist goons. 425 houses of poor people have been either torched or razed to ground. The cultivation of 620 families has been stopped.

Not for creating its own infrastructure. The Railway Ministry under the instruction of Mamata Banerjee has decided to hand over large quantum of vacant railway lands including prime agricultural lands to big business houses in Kolkata, Siliguri and other big cities of the country. The Railways have informed that it has already earmarked 3,744 acres of land for the purpose in prime areas of Delhi, Bangalore, Hyderabad, Amritsar, Ajamgarh, Guwhati, Kanpur, Kolkata and other cities. Renowned promoters and builders would be invited to construct shopping malls, hotels and business centres in these lands solely owned by the railways by virtue of Land Acquisition Act, 1894.

It is pertinent to point out that the Indian Railways have acquired agricultural lands in different parts of the country with the help of the respective state governments for constructing infrastructure of the railways. As for example, in Howrah it had acquired 700 acres of land in 1984-85 with the help of the state government for constructing a “Goods Terminal”.

Now, the railways plan to lease out 3,744 acres of acquired land to private parties. It expects to earn Rs. 2,700 crores on this account. The said 3,744 acres of land has already been handed over to Railway Land Development Authority.

In reply to question during last railway budget, Mamata Banerjee had stated on the floor of the parliament that her ministry had planned to use the vacant railway lands for commercial purposes with private entrepreneurs on PPP Model (Public-Private Partnership Model). She informed that thousands of acres of railway land have already been earmarked for the same.

It would not be out of place to mention that in Singur she did not allow the Nano Car Factory to come up on the plea of construction of factory, Shopping Malls, Beauty Parlours etc. over agricultural lands. But after becoming Railway Minister she is hell bent on handing over prime agricultural lands owned by the railways to private parties for the same purpose.

It is relevant to point out that the entire land of 3,744 acres including agricultural land was acquired for the development of railway infrastructure in terms of Land Acquisition Act, 1894. This land cannot be used for any purpose other than the purpose for which it was originally acquired as per law.

But in gross violation of the provisions of the relevant act, Mamata Banerjee has been promoting big business houses with some ulterior motive and hidden agenda.

The sycophant spineless intellectuals, who were so vocal during Singur and Nandigram episodes in the name of safeguarding agricultural land, are shamelessly silent on misuse of acquired agricultural lands of the railways for promoting private business. The reason is simple. Most of them remain purchased in this or that way to serve the interests of big business houses and finance capital. The duplicity of these perverted intellectuals, therefore, stand exposed to the people from all walks of life.



The UPA Government with beating of drums has announced initiation of austerity drive in view of the unprecedented economic crisis engulfing the entire country. Almost all the ministries and the departments of the Central Government and their ministers have been more or less abiding by the decision of the government in letter and spirit. The exception to the same is Mamata Banerjee and other Ministers belonging to her party.

She has in fact turned the Railway Ministry into her personal property. Showing thumb to the prime minister, she has been engaged in one after another inauguration of old trains in new names and laying afresh foundations stones of the same old projects spending huge money from the railway exchequer. Moreover, she has also been announcing one after another projects without having the sanction of neither the Railway Ministry nor the UPA Government.

Her follower Minister for Shipping Mukul Roy is not lagging behind her in this respect. He has spent more than Rs. 3 Lakhs for hiring the car in which he travels in the last 3 months since taking oath. The Calcutta Port Trust, which is under his ministry, has paid the entire bill to the “Pandey Travels” wherefrom the car has been hired. The details of the bills are as follows.

If a union minister spends more than Rs.1 Lakh on hiring a car only for official purpose, it can be imagined easily how much is incurred from public exchequer on his other facilities and amenities. This is nothing but blatant loot and plunder of public money.

Apart from travel business, the Pandey Travels have other businesses also. Shri Mukul Roy has inaugurated the “MBL Institute of Management”, a private college, owned by the Pandey Travels on 28-11-2009 on Chowringhee Road, Kolkata. This office of this private business organization is housed on the ground floor of Shantiniketan Building on Camac Street, Kolkata.

There is no denying the fact that a number of Maoist intellectuals and other opportunists in the guise of impartiality and neutrality had played a pivotal role in sabotaging industrialization at Singur, Nandigram and developmental works in West Bengal during the last three years in connivance with industrial competitors, big business houses and imperialists. They had also worked day in and day out campaigning in favour of Mamata Banerjee and her party candidates during the last Parliamentary Elections, 2009. Apart from this, they have also been supporting Maoists and instrumental in inciting criminals and antisocials to create serious problems of law and order in the state to destabilize the Left Front Government in West Bengal.

After becoming Union Railway Minister, Mamata Banerjee has constituted three new Committees to reward these Maoist intellectuals and the opportunists. Under her instruction, the Railway Board under the Ministry of Railways, Government of India has issued a Government Order bearing No. ERB-1/2009/23/33 on 9th October 2009 constituting the said committees with detailed facilities.

Each full time member of the Committee will be paid Rs. 50,000/- (Rupees Fifty Thousand) as monthly salary and each part-timer will be paid Rs. 25,000/- per month. They will be also provided with the following facilities and amenities free of cost as per the said Government Order.

· Meeting allowance @ Rs. 520/-per day

· Free 1st Class AC Railway Pass with one companion

· Travel in Executive Class by flight

· Travel on road by car to be provided by the Indian Railways

· Lodging and boarding in Class I hotel anywhere

· Free telephone with ISD/STD facilities both at residence and office

· Free Medical treatment and facilities at the cost of the Indian Railways

· TA & DA at par with railway officers

Each and every Member of the Committees can appoint his/her own Private Secretary and of peons. All of them will also be provided separate office and expenses for the same.

The Chairperson of each committee can enlarge his /her Committee by co-opting any person thought to be necessary.

The total expenditure in maintaining these three Committees comes around 50 Lakhs (Rupees Fifty Lakhs) per month.

These committees are unprecedented in the history of the Indian Railways. This is the first time that such expensive committees have been constituted at the cost of the public exchequer to accommodate sycophants and ‘so-called’ champions of tribals and downtrodden. These sycophants often used to raise the questions of nepotism, corruption and exploitation. But now they are most shamelessly drawing huge money from railway exchequer without performing any job.

The pseudo intellectuals Bibhas Chakraborty, theatre personality, Arpita Ghosh, theatre personality, Joy Goswami, poet, Bratya Basu, theatre personality, Pallab Kirtania, Singer, Rituparna Ghosh, film director, Ustad Rashid Khan, artist, GS Raitela, Director General, National Council of Science Museum, Ratan Thiyam, theatre personality and many others have been made their members. Rajesh Agarwal, Executive Director of Railway Board, will act as the Coordinating Officer.

The entire exercise is nothing but blatant misuse of power and public exchequer for the promotion of the interests of the sycophants and the party.

Naxalites Received ‘Fees’ For Providing Cover To Illegal Operation In Jharkhand
Maoists never tire of styling themselves as the vanguard of resistance to the plunder of resources in the tribal dominated regions citing this as one of the justifications for class warfare.

But as investigations into the gigantic Jharkhand scam progresses, it turns out they were party to the loot, cornering a big share of booty from “illegal mining” which allegedly thrived during Madhu Koda’s chiefministership. Interrogation of four aides of the former Jharkhand chief minister, including his personal assistant Harinder Singh, at Delhi by Enforcement Directorate (ED) reveals Koda issued around 200 prospective mining leases – for exploration of minerals in the state – apart from 40 for mining. Though prospective mining leases are not an authorization for mining scarce resources, it is now learnt that in most of the cases businessmen who procur4ed them resorted to large-scale mining. The share of the illegal activity was equally distributed among politicians, bureaucrats and the ultras who charged a hefty fee for providing protection to the illegal operation, say officials.

Sources said the Koda aide admitted that the political establishment received Rs.10 Lakh per acre at the time of issue of such a license (total area extends to over hundreds of acres) while Naxalites got 20% - 30% on each truckload of minerals taken out of such mine. The bureaucrats who were supposed to check any illegal activity received 10% - 15% of the share of the minerals and the remainder, about 50%, was the businessmen’s share in the loot.

Also parts of this nexus are some politicians and bureaucrats who reaped rich dividend. As ED estimates Koda & Co’s worth to be at several hundreds of crore rupees, Maoists, it seems, had benefited equally from these nefarious deals.

Cross-examination of one of the alleged Koda front man and promoters Balaji Bullion Group of companies, Manoj Punamia, reveals the later had been working for many other high-profile people and that Koda was not the only ‘business’ he had in his basket. His negotiations for an SEZ in Noida, worth Rs. 4,800 crore, where payment was to be allegedly made in euros, and his other real estate contacts worth hundreds of crores in UP hint at his wide network across political affiliations and state boundaries. His expertise in managing ‘entries’ and handling high value cash transactions in banks and through hawala only helped his benefactors to launder big money in Indiana and abroad.

Police investigations reveal that the CPI (Maoist) has plans afoot to assassinate Bengal chief minister Buddhadeb Bhattacharjee in Kolkata. There is another plan in the pipeline to mount an assault on the Writers’ Buildings with hundreds of trained armed cadres. The interrogation of a couple of top-level left sectarian leaders has led the police to these conclusions. Suicide attacks, too are not ruled out.

Speaking to People’s Democracy, Biman Basu, state secretary of Bengal CPI (M) said that the ‘Trinamulis and all their associates, cohorts, lackeys and underlings, here and abroad, including the self-styled ‘Maoists’ are planning all the while to assassinate our Party leaders and workers. ‘This,’ said Biman ‘is a condemnable and comprehensively counter-democratic exercise’.

Biman continued to say that ‘the present disclosure clearly depicts that these reactionary forces and their patrons in the ruling classes and the big media, have not any lesion, and are continuing to engaged in nefarious acts of commission. There is need to isolate and identify them as the enemy of the people.


The ‘Maoists’ confessed that this time the fresh ‘place of occurrence, has been chosen to be Kolkata city and its surrounds for the performance of the nefarious acts that these goons have carried out with impunity in Midnapore west in particular, in the past, especially the recent past.

The assassins organised and held a series of meetings very recently, probably last week, in a house (location unrevealed) in downtown Kolkata. At least one of the meetings saw the national level leaders of the criminals present including the shadowy figure of ‘Kishanji’. The ‘Maoists’ came to and went away from the rendezvous in luxury vehicles of a wealthy and well-known person who resides in the city and is known to have an enormous anti-CPI (M) frame of mind.

Incidentally, earlier reports from the police sources have already revealed that a couple of dozen-odd persons of the metropolis have kept close touch with the killers and have pro vided them not merely with news and views but leadership material as well.

Added to these’ Maoist-loving individuals are at least four political parties which act as the goons’ patrons and co-conspirators against the CPI (M) and the Left Front Government, especially chief minister Buddhadeb. Names and addressed of the individual patrons of the murderers are now made known to the police who prefer not to go public at the moment.


The entire plan to assassinate Buddhadeb fulminated over the past four months, we learn. The action was to be led by Sasadhar Mahato, the ever loving brother-at-arms of the Trinamuli goon Chatradhar Mahato, and by Sasadhar’s wife ‘Suchitra’ who is a hard core member of the armed squad leadership of the ‘Maoists’, having received arms training in neighbouring Jharkhand in the Giridih forests.

A question that is obvious for the asking is the modus operandi of so many criminals moving freely in the city, evading, even eluding, the extensive police network, particularly of the plainclothesmen belonging to the Special Branch (SB), and the Criminal Investigation Department (CID), plus the central agencies like the Intelligence Bureau (IB).

The police response borders on naiveté but is plausible enough to be mentioned. It noted that the criminals moved around under the cover of the protective kind a large number of anti-Communist ‘intellectuals’ and performing artists whose photos, it needs mention, deep in consultation with Chatradhar Mahato in the forest clearings of Midnapore west, have already appeared in the media.


The police have of late taken into custody two individuals from Jadavpur who led and organised two pro-‘Maoist’ outfits. The for a are the ‘Lalgarh Solidarity Manch’ and the ‘Mass Resistance Manch’. At least one of the two criminals interrogated has named the top floor of a multi-storied building at Prafulla Sarkar Street near to the place where the vast offices of the Patrika group is located, as a ‘safe house’ for the killers and their adjutants.

Another place of rendezvous has been a building on Lenin Sarani near where the office of a ‘political outfit’ of sorts is located, and the outfit is known for its strong and violent antipathy towards the CPI (M) as well as for their oozing sympathy for the Trinamulis and the ‘Maoists’. Always in attendance at the meetings among others were the brothers Sasadhar and Chhatradhar. The latter is presently in jail custody after having spent a week or so in police custody.

Meanwhile, on October 10, the Trinamul supremo gave a long interview to her favourite channel Star Ananda, an Anand Bazar Patrika group affiliate. There she invited ‘Kishanji’ for a ‘bilateral talk’, and even went so far as to say that the killers ‘have executed a series of good work’, without bothering to expand on her cryptic comments.

The chieftain once again spoke of her opposition to the security forces operation at and around Lalgarh. The chief also pointed out that the killing of the Trinamuli goon Nishikanta Mondal in Midnapore east was ‘probably not the work of ‘Maoists’. We in this connection remember that the ‘Maoists’ have already expressed their eagerness to ‘see the Trinamuli leader as the Bengal chief minister’.

Prakash Karat, General Secretary of the Communist Party of India (Marxist), issued the following statement from New Delhi on October 31, 2009.

It is surprising that the union home minister has chosen to ignore the history of the Naxalite/Maoist movement. Far from being the CPI (M)’s “comrades in arms”, the Maoists have always been unremittingly hostile to the CPI (M). After they split away from the CPI (M) in the late 1960s, the ultra-Left elements in West Bengal targeted the party and hundreds of CPI(M) cadres and supporters lost their lives due to their depredations in the early 1970s.

It is also amusing to see Mr. Chidambram claiming that the CPI (M) saw the Maoists as their allies in fighting the bourgeois Congress, when the fact is that the earlier UPA Government led by the Congress was propped up for four years with the support of the CPI (M).

The reference by Mr. Chidambram to the attitude of the CPI (M) towards the Maoists having been different till the last session of parliament is also misplaced. The CPI (M) is critical of the laws that have draconian provisions in the name of fighting terrorism. Such laws have been used against hundreds of innocent people, mainly from the Muslim community in the name of fighting terror. We have always held that the Maoists have to be fought ideologically and politically apart from resort to firm administrative measures when they indulge in violence. The Maoists cannot be equated with the Laskhar-e-Taiba or the Jaish-e-Mohammed. The fact that the home minister has offered to talk to the Maoists, if they stop the violence, itself recognizes this difference.

Evidently, the home minister is put in an unenviable position when a colleague of his in the cabinet takes positions that are contrary to that of his ministry and government. Right from the start of the joint operations in Lalgarh, the union railway minister has made known her displeasure and asked for recall of the central paramilitary forces. She had extended support to a front organization of the Maoists. Another minister belonging to her party has publicly admitted to knowing in advance about the Rajdhani train stoppage.

It would be better if Mr. Chidambram took the initiative to sort out this glaring contradiction within the cabinet and not make irrelevant feints against the CPI (M).

WHOSE INTERESTS ARE MAOISTS SERVING? (Editorial of People’s Democracy dated October 12-18, 2009)

Three people were shot to death during a prize giving ceremony of a football match in Mayurbhanj district of Orissa. A bus carrying pilgrims to the Ajmer Sharif was shot at in Isri in Jharkhand’s Giridih district, seriously injuring twelve passengers. Railway tracks have been blown up in various parts of Bihar and Jharkhand. Tourists were looted in the Similipal tiger reserve in Orissa, while forest offices were ransacked looting rifles and wireless communication sets. Schools in Lakhi Sarai district and the Nawadih Middle School in Chatra were dynamited. Roads and bridges have been damaged disrupting traffic on the highways. Explosives have been repeatedly used to damage telecommunication towers.

This is the track record of the first three days of this week of Maoist violence that is sparing not even innocent women and children. The murderous attacks in Medinapur district of West Bengal continue with the latest victim being a member of the Jharkhand Party. As reported earlier, nearly 130 members and activists of the CPI (M) have lost their lives in such attacks in recent weeks. The CPI (M) continues to be targeted as it is in the forefront of the battle against such motivated violence and to protect the lives and properties of the innocent people. This is apart from the ideological reasons that are being advanced to attack the CPI (M), to which we shall return layer.

Contrary to the infatuated romantic description that Maoists influence is spreading because they espouse the cause of the most marginalized sections like the tribals, he truth is that control over administration of a territory provides substantial pecuniary as well as political power. This is the driving force behind such of their violent activities. This has been confirmed by the outpouring of information that the Maoist leader, Chatradhar Mahato has provided following his arrest in Lalgarh, West Bengal. Contrary to the propaganda that the People’s Committee against Police Atrocities was a spontaneous creation by local tribals, Mahato has revealed that this was a front created by the Maoists to be used to cordon off an area out of bounds for the police and civil administration. The so-called Maoist liberated zone. This was to shelter the Maoists who were then being hunted by the police following their landmine blast near Shalboni targeted to assassinate chief minister Buddhadeb Bhattacharya. In their typical style, like they did earlier in Nandigram, all roads and communication channels leading to this area were disrupted. Simultaneously, all those who resisted such a capture by the Maoists, mainly the CPI (M) were targeted for elimination.

Mahato also revealed that the Maoists received complete support and protection from the Trinamool Congress. This assisted them in spreading the reach of the ‘committee’ to many neighbouring villages. Local Trinamool leaders would provide both shelter and assistance for the Maoists to spread their activities. Clearly, the Trinamool Congress both patronized and provided the political cover for the Maoists to spread their activities and target the CPI (M) leaders and the Left Front’s support base for advancing its political and electoral fortunes. Mahato has also revealed that the so-called ‘intellectuals’ mobilized by the Trinamool Congress also provided huge amounts of monetary donations for sustaining their activities. The Maoist-Trinamool nexus has become so integrated that one of the Maoist leaders in an interview, in Ananda Bazar Patrika (October4), openly declared their desire to see Mamata Banerjee as the next chief minister of West Bengal.

It is, therefore, little wonder that the ministers in the union cabinet belonging o the Trinamool Congress re pressuring the union government to withdraw the central security forces which re currently in joint operations with the state security forces against the Maoists activities. Apart from legitimizing the brutality of Maoist violence the Trinamool Congress is directly negating the assessments of the prime minister and the union home minister that Maoist violence constitute the greatest threat to India’s internal security. This sounds appropriate given the fact that the same numbers of 17 lives were lost in the Maoist attack at Gadchiroli as in the Taliban terrorist attack on the Indian Embassy in Kabul. Yet, the Trinamool Congress ministers continue to remain in the union cabinet. The UPA and Congress party owes an answer to the country.

That the Maoists represent the voice and champion the interests of the downtrodden sections of the people has, once again, been belied when their call for a boycott of elections in Gadchiroli failed to evoke the expected response. The polling percentage here was much higher than that in the country’s commercial capital city of Mumbai. Their domination in any area is, thus, mainly out of terror rather than the support and sympathy of the exploited and the marginalized people.

The cause of the exploited and the marginalized forms the core agenda of the CPI (M) and the Left parties in our country. The elimination of such conditions of misery lies in the powerful mobilization of the mass of the people in political actions that should eventually lead to the replacement of the Indian ruling classes and, hence, the reversal of the policies that are based on exploitation of man by man and the immiserisation of the vast masses of the people. In the run up to such a powerful mass upsurge, popular protests and pressures will have to be mounted on the ruling classes at every stage to protect the livelihood of this vast mass of people. This means that all the neo-liberal economic policies, spearheaded by imperialist globalization, that have been imposing unprecedented miseries on the people need to be opposed. During the course of this decade or so, in many battles that have occurred against the ruling class policies and imperialism, have the Maoists ever been seen, leave alone heard, to raise their voice on such vital matters?

Further, for the toiling people to succeed in their struggle against exploitation, it is of utmost necessity that their class unity is strengthened in such struggles. Communalism disrupts precisely such unity by exploiting the religious sentiments amongst the people. For the revolutionary advance of the Indian people it is necessary that the communal offensive must be weakened and defeated. Where do the Maoists stand in this battle? They are promoting a person to be the future chief minister of West Bengal who served as a cabinet minister in the Vajpayee government, remaining silent, thus implicitly supporting, the State-sponsored communal genocide in Gujarat. She is serving as a cabinet minister today in the Manmohan Singh government. Such is the opportunism of the Maoist ‘class assault’ against the State.

Today’s Maoists are the result of a partial reuniting of the hopelessly fragmented Naxalite groups following their split with the CPI (M) in 1967. Following the formation of the Communist Party of India (ML) in 1969 by Charu Majumdar, this underwent various splits and re-splits for over three decades. Of these, the Maoist Communist Centre (MCC) in Bihar and the People’s War Group (PWG) in Andhra Pradesh merged to form the CPI (Maoist) in 2004.

The Maoist split from the CPI (M) on the basis of their assessment of the character of the Indian ruling classes. According to them, the Indian ruling classes were ‘comprador’, i.e., mere agents of imperialism not having any meaning social and political base amongst the Indian people. Hence, all that was required was to arm the Indian people and launch a ‘people’s war’ to achieve revolutionary liberation. Thus, arose the Naxalbari appraisal soon to be quelled by the State.

Despite the experience of the last four decades, which vindicated the CPI (M)’s understanding that the bourgeois-landlord Indian ruling classes had a strong political and social base among the Indian people, the Naxal/Maoist groups continued with their earlier assessment. The CPI (M), on the other hand, has been working to change the correlation of class forces amongst the Indian people by using both parliamentary and extra parliamentary methods in order to bring about a revolutionary change. This, the Maoists see, as the legitimization of the parliamentary democracy in India and, hence they target the CPI (M) as their principal enemy.

Concrete analysis of concrete conditions is the living essence of dialectics, as Lenin said. If the conditions are not properly understood, then faulty analysis leads to a faulty political line. The task of mobilizing the people and changing the correlation of class forces amongst the people cannot be replaced by seeking the submission of the people through the terror of the gun. In the process, poor Mao Zedong, the legendary Communist who led the Chinese revolution to victory, through a powerful, then the mightiest in the world, people’s movement is invoked to justify the very opposite of what he had practiced. Mao had taught all of us that no revolution could succeed unless Communist mingles with the people like fish takes to water. This can never happen through the terror of the gun.

In the final analysis, praxis of the Maoists is benefiting those very reactionary forces like the Trinamool Congress and, in the absence of any opposition to either imperialism or communalism, they only ensure the continuance of the edifice of class exploitation. Since 1967 when the parted company with the CPI (M), we have been urging them to abjure the politics of violence and terror, and to return to the democratic mainstream and mobilize the people for a revolutionary change. After all, it was Mao who said, “let a hundred flowers bloom, let a thousand thoughts contend”.

On 3rd October, 2008 just on the eve of Durga Puja in 2008 the Tatas were forced to leave unwillingly Singur even after completion of 95% of their Nano Car Factory spending about 1500 crores as a result of the conspiratorial violent agitation of Mamata Banerjee launched in connivance with Maoists, Congress, SUCI, BJP, communal fundamentalists, perverted & spineless intellectuals and foreign funded human rights activists with the financial assistance and guidance from the industrial competitors, finance capital and imperialists. The damage caused to the future of West Bengal is undoubtedly not only irreparable but also unprecedented.

In fact, the one and only aim of this dirty political exercise was to destabilize the Left Front Government throwing to the winds the interests of the state and install Mamata Banerjee as the next Chief Minister of West Bengal.

It is none else but she who forcibly did not also allow coming up of much-awaited Chemical Hub at Nandigram, expansion of National Highways, construction of Hospitals, I.T. Parks, Bridges, Aerodromes, Industries, Thermal Power Plants and other developmental works in West Bengal.

However, the Left Government did not give up hope and after much endeavour it was able to rope in BHEL to set up a 1600 MW Power Plant at the abandoned 997 acres of Nano factory at Singur. BHEL is one of the Nav Ratnas owned by Central Government, which has orders worth 30,000 crores in its hand now. There is a flicker of hope for Tata Motors’ abandoned Singur site. A team from central government-owned Bharat Heavy Electricals Ltd (BHEL) visited the place along with state government officials for the project with the West Bengal Power Development Corporation. BHEL General Manager S.C. Mittal was accompanied by WBPDC managing director Debashis Sen. The team also met Tata Motors representatives at the site. The setting up of the Power Plant is under process between BHEL and the Left Front Government.

But Mamata Banerjee is adamant not to allow establishment of any industry at Singur or in West Bengal. So, she, being the personification of destruction, distortion of facts, arrogance, duplicity, dictatorship, violence, provocations, hypocrisy, whims and blatant lies, has again plunged into the arena with the old demand of return of 400 acres of land to the landowners unwilling to part with their land or hand over the entire land to her for the establishment of a Railway Coach Factory.

There is a new coach factory coming up at Rae Bareli. She has announced an EMU and MEMU factory in Halishahar in Bengal in her Budget. Her predecessor has announced another factory at Palghat in Kerala, where the state government will provide 1,000 acres of land free of cost to the Railways. The capacity of Integrated Coach Factory and the Railway Coach Factory is also being increased. So, how can another coach factory be viable?"

If it is a locomotive factory she wants, there are doubts about that, too. There are already two locomotive factories under construction in Bihar - Chhapra and Madhepura. What will she do with a new one in Bengal? The person who drove the Tata factory out of Singur now wants to build another factory.

There is no denying the fact that Mamata Banerjee herself knows well both the demands are unreasonable as well as impossible to meet on the following grounds.

(1) It is not 400 but around 181 acres only.

(2) The 181 acres of land is not a compact single piece of land. It is a fragmented one consisting of thousands pieces of broken plots and remains scattered all over the site. If these fragmented plots are to be returned, neither BHEL nor the Railways will be able to set up any industry with about 1500 private owners residing with their families in the midst of the coming up factory.

(3) Last, but not the least. Once acquired, no land can be returned until and unless the Land Acquisition Act, 1894 is amended suitably for the purpose. In case of non-utilization, the land has to be put into auction by the state government and the highest bidder will get the same in terms of present provisions of the relevant act.

The fact of the matter is that Mamata Banerjee is not at all interested in setting up any industry there. Her only disastrous objective is to dramatize the issue in order to destroy industrialization of West Bengal and thereby augment her own vested political interests with the help and guidance of the Maoists, Congress, BJP, SUCI, sold-out intellectuals and foreign funded human rights activists.

During the period of both Narshimha Rao and Atal Bihari Bajpai, she as the Railway Minister and the Coal Minister had inaugurated whimsically a number of projects without budgetary support or approval of the concerned ministries. None of them have yet been implemented and the lands acquired for these inaugurated projects have still been lying vacant. The drama does not stop here. She has been flagging off old trains in new names and also laying afresh foundation stones of old projects, which were inaugurated long back with foundation stone still lying therein.

She has been acquiring forcibly thousands of acres of most fertile lands in UP, Rajasthan, Gujarat, Maharashtra and other states for the implementation of the Eastern and Western Dedicated Freight Corridors and Industrial Corridor ignoring the vehement objection and stiff resistance of the land losers. Is it not double standard or duplicity?

She holds an important portfolio in the Central Government and also is one of the most powerful ministers. If she is really interested for the welfare of the farmers, instead of creating problems for others, she can exert her office to get the Land Acquisition Act, 1894 amended easily in favour of the unwilling landowners.

It is unfortunate we live in such a country where people are swayed away by wave, hypocrisy, duplicity and blatant false propaganda of the political leaders and ‘so-called’ political leaders and social workers without considering the fact, ground reality and merit of the case.


Mamata Banerjee as the Indian Railway Minister with the financial assistance of Japan has decided to accelerate the western and eastern Dedicated Freight Corridors (DFC) along its busy trunk routes to augment the transport capacity and meet the growing requirements of moving freight.

(1) The western Delhi-Mumbai DFC covering 1,483-km through Delhi, National Capital Region (NCR), Uttar Pradesh, Haryana, Rajasthan, Gujarat and Maharashtra at a cost of Rs.26, 124 crores will stretch from the Jawaharlal Nehru Port Trust in Navi Mumbai to Dadri in Uttar Pradesh on the national capital's outskirts covering Maharashtra, Gujarat and Rajasthan.

High fertile farming land falling in villages of Uttar Pradesh, Haryana, Rajasthan, Gujarat and Maharashtra are covered under western corridor project.

Another project, the Delhi-Mumbai Industrial Corridor will also be developed simultaneously through Public-Private Partnership (PPP) along with the freight corridor.

The Railway Ministry expects to complete both the freight corridor and the industrial corridor by 2013.

(2) The eastern DFC will extend 1,806 km from Ludhiana in Punjab to Dankuni near Kolkata. It will be extended in future to serve the new deep-sea port in the Kolkata area and to largely serve coal and steel traffic. Here also fertile 3-crop/4-crop land will be acquired for the purpose.

The railways need to acquire 12,500 hectares over 51 districts in seven states for the proposed eastern and western freight corridor projects. The railways are demanding 42 per cent more 3-crop/4-crop fertile farming land for the project than what was previously envisaged. This is in sharp contrast to the earlier estimate of 8,833 hectares.

The railways have prepared land acquisition plans for 2,200 km. It has already issued a gazette notification for acquisition of 3-crop/4-crop high fertile farming land in villages of Uttar Pradesh, Rajasthan, Gujarat and Maharashtra covering a stretch of 1,077 km.

By the end of January 2009, the railways will be able to acquire nearly 100 km near Kanpur in Uttar Pradesh. The remaining areas will be acquired over six months.

The Railway Ministry on September 29, 2008 had published a notification declaring its intention to acquire 3-crop/4-crop fertile farming lands in Gujarat for execution, maintenance, management and operation of special rail corridor project following which farmers losing their 3-crop/4-crop fertile farming lands in these villages had raised about 1301 objections.

A year later on September 15, 2009, the government published a Notification stating that it has acquired 700 hectares of 3-crop/4-crop fertile farming land in 31 villages in three talukas and Vadodara city of Gujarat for the Western Dedicated Freight Corridor Project.

Farmers and sharecroppers in Uttar Pradesh and Gujarat have started agitation against the acquisition of highly fertile agriculture land for the proposed Freight Corridor.

They have suggested redesigning of the routes for sparing valuable 3-crop/4-crop fertile farming lands from acquisition and said the compensation package offered to these farmers in lieu of their 3-crop/4-crop fertile farming land was very less and not acceptable to them. The Railways have taken away their fertile farming land at throw away prices and rendered them jobless.

The farmers of Chandauli district in Uttar Pradesh under the banner of Krishi Bhoomi Bachao Sangharsh Samiti and Satya Foundation (SF) have started agitation against the acquisition of their fertile farming land for the proposed freight corridor of Indian Railways.

It was seen that during Singur and Nandigram episodes, all the opposition political parties including TMC, Congress, BJP, SUCI, Maoists and Naxalites had not only supported the violent agitation of Mamata Banerjee in the name of saving fertile agricultural land but also actively participated in the same. Besides, Mahasweta Devi and other ‘pseudo’ intellectuals and ‘so-called’ human rights activists had day and night campaigned vociferously against the Left Front Government and helped the agitators and goons in all possible ways to sabotage the industrial resurgence. Shri Lal Krishna Advani, Shri Amar Singh and other leaders of anti-Leftist national political parties had regularly been to Nandigram and Singur to add fuel to fire by expressing their solidarity with Mamata Banerjee and the agitators.

As a result, dreams of two major projects have been shattered. Opposition to government intervention in land acquisition helped Mamata Banerjee gain enormous political mileage, but it has left industry in West Bengal with Hobson’s choice

It is an irony that the same Mamata Banerjee has been now engaged in acquiring forcibly most fertile lands in seven states for Eastern and Western Dedicated Freight Corridors despite stiff and vehement opposition from the landowners and farmers. But the said political parties, national leaders, ‘pseudo’ intellectuals, Maoists, Naxalites and ‘so-called’ human rights activists are shamelessly silent on the matter. Nobody has yet met the affected farmers to give a patient hearing to them and address their grievances.

There cannot be separate rules for separates states in this country on acquisition of land. But yes, there is. Strange is the politics in this country.

The fact is that all forces ranging from ultra leftists to ultra rightists including those of communal, imperialist, finance capital and a section of media have ganged up with one and only aim to dislodge the Left Front Government anyway and at any cost. They donot abide by any logic, reason or fact. They with their obligation to imperialism went against all norms of civilized political behaviour and supported TMC which is nothing but a nuisance to Indian Politics dominated by one eccentric person devoid any ideology or policy

There is no denying the fact that hundreds of farmers have already committed suicide in Andhra Pradesh, Maharashtra, Gujarat and other states. Thousands and thousands acres of fertile land has been acquired under duress in many states for industries and other developmental works depriving the farmers of their landed property. But none of the saviors of tribals, peasants and the underprivileged are seen in the picture to express their solidarity with the deprived. Is it not ambivalence?
The double standard, fraudulency and duplicity maintained by political frauds, perverted intellectuals and foreign funded human rights activists are nothing but mockery of democracy, integrity, transparency and honesty. These people stand exposed today. History will judge judiciously these swindlers working on the pay roll of imperialists, foreign finance capital and big business houses in the days to come and throw them into dustbin.

Some sycophants and perverts try to term Mamata Banerjee as a firebrand leader. Is it really so? If anyone tries to look at her past and present track of records, he will find that she is nothing but a personification of indiscipline, destruction immoral principles, opportunism, conveniences, Fascism, arrogance, blatant lies and duplicity.

There is no denying the fact that wherever she goes, she accompanies with her a force engaged in destruction, obstruction, assault, hooliganism, rowdyism, loot, provocation,fire setting, murder, plunder and rape. She and her colleagues speak the language of the underworld.

The whole country saw how Mamata Banerjee and her perverted goons on the slightest pretext had destroyed the valuable property inside the West Bengal Legislative Assembly, again and again burnt all kinds of both public and private vehicles to ashes, damaged government offices and its properties worth crores and crores of rupees. She had obstructed railways tracks and National Highways for days together during Singur and Nandigram agitations including Durgapur Highway Express. She did not forcibly allow coming up industries and executing developmental works in the state.

The Indian Railways is in a mess under her. The safety and security of the passengers are in danger. In fact, her political friends the Maoists have a free hand in the railways.

Now, she is hell bent on burning the state by way of creating a reign of terror and complete lawlessness to facilitate paving way for the imposition of President’s rule so as to advance as early as possible the assembly elections scheduled to be held in 2011.

The Maoist Fascists with red flags, imperialists, international finance capital, big business houses, ‘pseudo’ intellectuals and politically motivated media back her dangerous mission and operation. The present violence taking place in Lalgharh, Khanakul, Nanoor, Mangalkote, Barasat and other parts of the state is nothing but part and parcel of this game plan hatched with Maoists, pseudo intellectuals and politically motivated media favouring her.

The brutality and inhumanity of the coward and impotent killers of Maoist-TMC Alliance backed by imperialists, international finance capital, big business houses, ‘pseudo’ intellectuals and politically motivated media do not spare even innocent minor children who are yet to see the world.

· The hired criminal Maoists murdered cruelly a 4-year old girl Priyanka Mahato at Shalboni, Medinipur (W) on 31-05-02 for unfortunately being the daughter of a CPI (M) supporter.

· On January 3, 2007 the husband and two young sons of Kanika Mandal were forced to flee from their home in Sonachura, Nandigram. She and her younger daughter Sunita, a Class 9 student, continued to live in the village under constant threat. On February 10 at around noon mother and daughter were working in the fields when Sunita returned early to the house. When Kanika came home she found her daughter raped and killed by Maoist-TMC squad members. The medical report confirmed the rape.

· On March 3, 2007 Kakoli Giri of village Kalcharanpur, Nandigram was gangraped by Maoists. The medical report confirmed rape.

· The hired Maoist-TMC goons burnt to death Jharana Mandi and her 6-year old daughter Sumana Mandi on 26th February 2009 at Dhaniakhali in Hooghly district of West Bengal. Their only fault was that Sumana Mandi’s father is not only a tribal but is also a dedicated local CPI (M) leader.

· There is more in store. On 17th October 2009 Maoist-TMC leader Tapan Ghosh of Dhaniakhali murdered brutally Rahul Ruidas 9-year old son of CPI (M) supporter Ranjan Ruidas who happens to be a landless labour and works in the field of Tapan Ghosh.

· The minor daughter of Late Srikanta Mondal of village Keochiya of Khejuri Block in West Midnapur district of West Bengal had been to the nearby field to catch fish from a running stream in the morning of last Sunday on 01-11-2009. While this student of class-VII was busy in her work, a Maoist-TMC action squad member named Sukumar held her from behind and raped her repeatedly on the spot.

She returned to her house bleeding and reported the matter to her widow mother and other relatives. The local people became very much agitated. There is much tension in the village. They wanted to report the matter to the concerned police station. But the Maoists and the criminals of TMC have threatened the victim and her relatives with dire consequences if they went to the police station to lodge a formal complain. The matter did not stop here. The Maoist-TMC criminals have been guarding her house day and night so as to prevent her from going to the police station. The house of the victim is still under their siege.

Mahasweta Devi, Medha Patkar and other ‘so-called’ intellectuals are still maintaining silence without condemning the gruesome incidents of rape and murder of minor children. Is it because their beloved revolutionary Maoist-TMC action squad members have committed the rape and murder in the name of fighting for the cause of tribals?
